In 1995 the six New England States of Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island, and Vermont implemented a technician certification program. The certification program was established to meet the requirements of the Code of Federal Regulations, 23 CFR, Part 637, Quality Assurance (QA) Procedures for Construction, issued June 29, 1995. This regulation states “After June 29, 2000, all sampling and testing data to be used in the acceptance decision or the independent assurance program will be executed by qualified sampling and testing personnel.”

NETTCP is committed to upholding the integrity of the program to the highest standards by providing the basic knowledge of accepted industry standards to all individuals certified through the program. All candidates for certification and certified persons will conduct themselves in a professional manner, in accordance with these core values.
By seeking training, obtaining certification, and working as an NETTCP certified person, I hereby understand and agree to the following:
I understand that this signed copy of the NETTCP Code of Ethics will remain on permanent file with the NETTCP and violation of any of the above may result in disciplinary action from the NETTCP including temporary suspension of any or all certifications up to permanent removal from all participation in the Program as deemed appropriate by the NETTCP Executive Committee.
This form must be signed and submitted to NETTCP prior to a certification course or examination. Failure to submit the completed form will result in being denied entry to the course or examination.
]]>Individuals looking to obtain recertification will have the option to take the exam only including any proficiency exams if applicable. Attending the recertification class instruction will be optional. Individuals must notify the NETTCP prior to the start of the course if they will attend the classroom portion of the course.
The exam only option will be the same cost of attending a traditional recertification course.
There is no retest allowed. If an individual does not pass the written exam for the exam only option, they will be required to attend a full certification course, complete, and pass the exam to retain their certification with the following exception: If an individual does not pass one proficiency exam and passes the written and all other proficiency exams they will be allowed to retest on that one proficiency section only once.
Failure of the exam only recertification option will be required to take the full certification course at full certification cost.
Please note that it is the individual’s responsibility to notify NETTCP of their desire to use this policy PRIOR to the start of the recertification course.

Non-Members
Those organizations/companies or individuals that are Non-Members will be assessed a per participant fee of approximately 35% above the course cost to register individuals in the NETTCP training and certification courses.
Note: This policy is a guideline and subject to case-by-case approval by the NETTCP Executive Committee.
Students wishing to apply should fill out the application and submit it with the required materials to NETTCP no later than Oct. 10th. Information received after this deadline may not be considered for the scholarship review process. Applications will be reviewed by NETTCP and scholarship recipients will be notified by Nov. 10th. Scholarships will be presented at the NETTCP Annual Meeting in December. All successful applicants shall either attend the annual meeting or designate someone to be there to accept the award. If this requirement is not met the award will be forfeited.
Required Materials:
Students awarded scholarships can re-apply for the scholarships in subsequent years, however, preference is given to students that have not already received a scholarship. If there are not enough qualified undergraduate applicants to award the available scholarships, consideration will be given to students enrolled in a graduate program.

Interim Certification for Technicians and Inspectors is available for all NETTCP certifications except Quality Assurance Technologist and is granted to an individual based solely on experience and/or informal training. It shall be considered only when an individual cannot attain formal certification due to circumstances beyond his/her control. Interim Certifications are valid only for the construction season following or including the date of issuance of that certification.
Applicants are required to produce the following:
Technicians or Inspectors who were Interim Certified and wish to become NETTCP certified shall obtain that certification before performing testing or inspection in the following construction season. Interim Certifications do not carry over from prior construction seasons.

Those individuals who are Interim Certified must attend the next available scheduled certification course. If the interim certified individual does not attend the course and pass the examination(s) the interim certification will be immediately revoked.
Interim certified individuals are subject to examination by state DOT’s to verify their competence.
